Rubio calls War Powers Act unconstitutional, says administration complying only to preserve congressional relations

Secretary of State Marco Rubio declared the War Powers Act "100 percent" unconstitutional on Tuesday, saying the Trump administration is only complying with parts of the law to preserve good relations with Congress.
